I ran into that issue for one of our user's. He had plugins locked. I found that by goign to the flash player install site and when it tried to install it i saw a Blocked tab/link come up on the web page screen. We clicked on that and it brought us to the plugin configuration screen and once we unlocked it Flash installed and worked fine.
What version of FF? In FF 8.0 I know you need to use the flash player plugin. For IE you need the flash player active x. I deploy both to our windows 7 64 bit systems company wide and have no issues with either. I had an issue with one install of FF, the person had accidently disabled Plug-in's, somthing to think about. For Adobe Flash player I go the extra step and applied for the lic to distibute Flash and Skockwave. They then send you a specail link to download the installs for deployment, not sure if your trying to deploy the install or not. I think it's easier to work with the install file rather then trying to auto install from the flash player page? Maybe you have something in firefox disabling the plugin?
On 6/11/2012 an Adobe flash update caused Hulu and YouTube flash content to stop working in Firefox on one of our Win7 laptops. We confirmed this issue on a Vista desktop when we updated Adobe flash. We fixed both by 1) upgrading Firefox (I think we went from version 12 to 13) and 2) implemented the fix found here:
Notes: step 2) above seems to be the critical factor. On one system, we had to run notepad as Administrator to update the mms.cfg file. We also did several uninstalls and reinstalls of flash, and reboots along the way to figuring this out, so it's possible there are some order dependencies. Also, when you edit mms.cfg, make sure the file extension is "cfg" and you don't create, for example, mms.cfg.txt.

I have many graphic image generators designed in flash and PHP that pull up on my website. I have been looking for a solution to continue using flash after the EOL for a year. I thought I had a solution and tested EXEOutput for php software compiler that allows you to run php as an executable in its own internal browser. All my tests prior to the EOL message had worked. I just needed to make sure that the users system had flashplayer ppapi installed.
Hello Stephen, I am having a real problem finding and then installing a copy of flash. I set this up and go to (URL REMOVED) to test and it fails. I tray to install an older version of flash and get an error that install failed. I try to delete the registry entry that keeps past versions of flash from installing and even under administrator it will not allow me to delete it. It seems they are closing these as fast as I find and try them. If you can help it would sure be appreciated. 2b1af7f3a8
