Microsoft has focused on Progressive Web Apps (PWAs) for its Windows and browser platforms in 2016. PWAs are web apps that behave like traditional desktop or mobile apps, and can be installed as a single click in the Windows Store.[82] PWAs can make use of a variety of features, including offline support, and notifications, so they closely resemble native Windows apps. Microsoft Windows 10 will have limited support for PWAs, which will be available in the Windows Store later in 2016.[83] The Windows 10 operating system will be the first version of Windows to require users to have a Microsoft account; it will also be the first version to require Windows Update to be enabled. The operating system will also be the first version of Windows to support Universal Windows Platform (UWP) apps, which replace the older Win32 API.[84] Developers are also able to create apps for Windows 10 that can be used on Windows Phone 8.1, and Windows RT 8.1, but not Windows Phone 8 or Windows RT 8.0. On March 4, 2015, Microsoft announced that it would be ending development for the Windows Phone 8.1 platform. Its final release will be the Windows 10 Mobile. It will be available to Windows Phone 8.1 handsets on October 18, 2015. On March 28, 2015, the Windows 10 Creators Update was released for Windows 7, Windows 8, and Windows 8.1. It included the Windows Store, allowing Windows Store apps to be installed on both Windows 7 and Windows 8/8.1 PCs.[44]

Window management in Windows is controlled by the KWin project. When KWin was ported to Linux, the developers also introduced a Linux-specific version of the project called KWinKDE.

Windows 8.1 was made available as a free upgrade to existing Windows 8 users. The upgrade also became available to new Windows 8 users via Windows Store.[41] Microsoft made the upgrade available in the United States on October 18, 2014, and in Europe on October 22, 2014.

At Build, Microsoft opened up the compiler tools that it uses to develop Windows Store apps so that third party developers can write their own Windows Store apps using them and submit them to Microsoft's Windows Store for approval. Microsoft also opened up the Windows Template Studio, a set of toolkits and user interfaces that would make it easier for third party developers to create Windows Store apps, including templates for common app scenarios, such as mail, messaging, and video chat, as well as a new version of Visual Studio 2013, the development environment for Windows Store apps.
